No, they nerfed the 3E ability since a lot of FR PC Wizards were taking the feat and when compared to Spell Focus, it is huge. It used to be something like the 3.5 version plus it upped the DC of all of the Wizards spells by 1 (I do not remember the exact details, but it was something like this).
