No, they nerfed the 3E ability since a lot of FR PC Wizards were taking the feat and when compared to Spell Focus, it is huge. It used to be something like the 3.5 version plus it upped the DC of all of the Wizards spells by 1 (I do not remember the exact details, but it was something like this).
my suggestion would be to not waste your favored class HP, or your feat slots on extra spells known. if your gm will not allow you to use that spell as a human, then ask to change your first level feat to racial heritage (half elf) just for that spell.
